ISSUES & BENEFITS

Economic Development 

TS2 will help Boulder City secure its financial future. The project will generate more than $82 million in predictable property and sales tax revenue over its first 20 years of operations. This money will help the city maintain services residents rely on such as public safety, utilities, and road maintenance. TS2 will also bring hundreds of construction jobs and dozens of permanent technical positions, creating new opportunities for local jobs. 
 

Infrastructure & Modernization 
 

TS2 will invest in infrastructure upgrades that benefit Boulder City. The project will spend more than $8 million on sewer improvements and will contribute funding toward a wastewater treatment plant that will return Boulder City’s treated effluent to Lake Mead, instead of allowing it to evaporate in the desert. TS2 will also build its own solar plus storage system, adding more modern energy infrastructure to the industrial area. 
 

Environmental Stewardship 
 

TS2 will use closed‑loop air‑cooled systems that do not rely on evaporative cooling or potable water for its operations. The only potable water used at the site will be for employee break rooms and kitchen areas. The facility will be located three miles from the nearest resident, in an area already surrounded by industrial uses such as a gravel pit and multiple energy projects. This location and design will help minimize noise, heat, and environmental impacts while supporting Boulder City’s sustainability goals. 
 

Responsible Growth 
 

TS2 will be built in Boulder City’s long‑established industrial area in the El Dorado Valley — land the city has zoned for energy resources. The project will commit to enforceable technology specific limits: requiring a noise study and mitigation plan that accounts for low frequency as well as generator noise with limits set at the nearest sensitive receptor rather than only at the property boundary.
